Chest size is taken at the fullest point of the chest, keeping tape under arms and around shoulder blades. This measurement should be taken as actual body measuremnets with a light shirt on as this style of garment is designed to be worn over clothes

40 cal arc flash suits are made to reduce severity of injury in cases of arc flash explosions. The initial shockwave of an arc flash blast along with the extremely hot gas also rapidly expands and heats objects in close proximaty igniting flammable substances and burning surfaces.

The surrounding area and people in it are exposed to extreme heat and an arc flash can also easily ignite clothing that isn’t made of special fire resistant materials. The burns that a person experiences as a result of an arc flash can become considerably more severe if the clothing being worn continues to burn and turns into a heat source in itself even after the initial  flash disappears.
The higher the arc flash risk levels the higher the protective equipment required. It is a requirement have the protection of a 40 cal cm2 arc flash suit for incidnets levels below 40 cal cm2.

Work on live equimet should only be undertaken wearing proper arc flash PPE gear that is rated higher then the arc flash analysis results that are used to determine the arc flash rating for the protective equipment and safety clothing to be used.
The more extreme that the arc flash is the higher the heat energy which is measured in Calories per centimeter squared or cal/cm2 will be that may come into contact with a person.
